Starting as the Director of Facilities Planning and Construction for Cypress-Fairbanks ISD in 1997, Roy progressed to become the Chief Operations Officer, overseeing over $5 billion in construction projects. His leadership qualities and commitment to quality learning environments have set a high standard for educational facilities. Roy’s dedication to excellence was evident from the start, as he consistently pushed for the highest level of quality in every project.
One of Roy’s notable achievements was the development of the educational village concept within CFISD, which created community spaces and integrated educational facilities that served as the heart of the district. This innovative approach included features like meeting spaces, outdoor parks, and health clinics, fostering collaboration among students and staff and providing significant community benefits.
Roy’s expertise in managing bond programs was instrumental in the successful completion of multiple bond initiatives, including the $1.762 billion program passed in May 2019. His efforts ensured fast turnaround of facilities without compromising on quality, addressing the needs of a rapidly growing district. Roy was also a pioneer in advocating for high-performance learning environments, ensuring new schools met the Collaborative for High Performance Schools (CHPS) standards.
In addition to his professional accomplishments, Roy is deeply committed to mentoring future architects and supporting the next generation of educational planners. His influence is evident in the success stories of many colleagues and proteges who have benefited from his guidance and dedication.
Roy’s dedication to the education of young students rewarded him with a middle school named in his honor – Roy J. Sprague Jr. Middle School in Cypress-Fairbanks, Texas. Dale M. Songy, AIA, from Coleman Partners Architects explained that “One day as we discussed this legacy, he humbly hinted that never in his wildest dreams did he imagine a school would be named after him. A milestone moment for him was touring the school on opening day with the students. The smile and joy on his face made me realize just how much his professional career was truly about the students. What an incredible legacy for a great guy!”.
Roy’s contributions have been recognized with numerous accolades, including the A4LE lifetime achievement award and having led for 10+ years a joint task force for A4LE, AIA that developed key reference best practice handbooks for Alternative Construction Delivery methods, Selection of Design Professionals for Public School Districts. His legacy in educational facilities extends beyond his retirement, as he continues to share his expertise as Senior Vice President at Prolego, guiding school districts in managing their bond programs.
